Local 12: Cliff Effect keeps Hamilton County families below poverty line
That’s because she is one of thousands of low-income workers impacted by what’s called the Cliff Effect. The Cliff Effect is when a person loses valuable government assistance after getting raises or better positions, but is still unable to provide a decent standard of living, according to a new study by the University of Cincinnati’s Alpaugh Family Economics Center and the Women’s Fund of the Greater Cincinnati Foundation.
